Policy Objectives

The objectives of the culture and national heritage policy are to:

  • Encourage and promote arts and crafts and foster their patronage by governments and citizens;
  • Recognize and promote the cultural diversity of South Sudanese and encourage such diverse cultures to flourish harmoniously and to find expression through education and the media;
  • Protect cultural heritage, monuments and places of national, historic or religious importance from destruction, unlawful removal or illegal export;
  • Protect, preserve and promote the cultures of the people of South Sudan, which enhance their human dignity and are consistent with the fundamental objectives and principles set out in the Transitional Constitution of South Sudan, 2011 amended 2015;
  • Oversee activities of South Sudan cultural institutions/centers and approve the establishment of foreign cultural centers;
  • Plan, organize and supervise inter-state cultural festivals, tournaments and competitions;
  • Protect and promote the cultural rights and interests of South Sudan at regional, international levels in accordance with regional and international agreements on culture; and
  • Establish, maintain and manage national cultural heritage institutions, monuments, museums, antiquities, archive and places of historic importance.
  • To promote research and record of oral traditional knowledge and expression of folklore of the cultures in South Sudan.
  • To develop policies, programs and initiate and finance projects for collection and record traditional music, dancing ,oral literature, myths, folklore, rituals ceremonies, legends, traditional religious systems, thoughts, sayings, stories, riddles, traditional monuments and shrines and proverbs of South Sudanese communities and to publish documentary  materials to be made available to schools, theatres, colleges and institutions of higher learning in South Sudan to supplement the written documents.
