Ministry of Culture, Museums and National Heritage

Mandate

The Ministry of Culture, museum and heritage and the State Ministries of Culture shall have the following duties and responsibilities as appropriate:

  • The development and enforcement of policies, regulatory mechanisms, standards and guidelines in all areas of culture. Elaboration of appropriate enabling legislations to give legal effect to them. Definition and determination of overall government programs on culture ensuring that Southern Sudan accedes to relevant international instruments, declarations, strategies and principles on culture in the appropriate moment.
  • Providing support for cultural programs and activities in the public and private media.
  • Providing and maintaining appropriate cultural infrastructure, facilities and resources at the state and Southern Sudan levels in order to facilitate the realization of cultural programs, with the participation of other stakeholders.
  • Administration, coordination and evaluation of all cultural cooperation programs and activities.
  • Establishment or strengthening of administrative structures and organs for facilitating the effective coordination and implementation of this cultural policy and related programs.
  • Supporting training and capacity-building programs for artists and cultural practitioners.
  • Encouraging and supporting the formation of cultural networks and associations to enhance the coordination of relations with private sector and civil society cultural organizations.
  • Providing technical and financial support to cultural associations or unions, taking into account their resources available.
  • Developing the principles and guidelines for cultural impact assessment of development policies and actions.
  • Providing technical advice and guidance to development agencies (in the public and private sector) in regards to the mainstreaming of cultural issues in their policies, strategies, programs and projects.
  • Developing and promoting the safeguarding of cultural and natural heritage sites, historic monuments and museums, with local community and private sector participation.
  • Promoting research, documentation, information dissemination, sharing and exchange of local cultures and traditions.
  • Reviewing youth policies and strategies with a view to ensuring that cultural issues and concerns are adequately reflected and addressed.
  • Developing youth programs and activities that will encourage them to appreciate Southern Sudan’s cultural heritage.
  • Promoting the participation of the youths in the protection and promotion of the cultural heritage (tangible and intangible in order to ensure the inter-generational transmission of knowledge related to heritage.
  • Reviving and promoting traditional sports, games and recreations within the school system, in youth and sport programs and for the benefits of society in general.
  • Devising innovative mechanisms for diversifying the sources of cultural financing in order to complement the traditional sources of public support.
  • Ensuring the monitoring, evaluation and periodic review of the policy.
